As far as regular characters, the first one that truly stands out is Ben Sisko. He was a fine example for Jake, and they had a very healthy, deep relationship. Ben was always there for him, despite all the great responsibilities of command, and involvement with the Bajoran people. He loved Jake greatly. I think their relationship is one of the most solid, and exemplary in all ST. Next would be Henry Archer, who gave Jon a dream that saw him become the first captain of the Enterprise-a man who saved Earth itself oneday, who was comitted to bettering himself, and representing mankind in the stars.  I would add too, on a guest-char level, that Martis and Benaren, Kes's parents, instilled in her well the values of compassion, kindness, along with a belief in herself, that she could do anything she set her mind to do. It could also be said, that Chakotay's father instilled good values in his son. He wished that 'Kotay keep the ways of his tribe, but, when Chakotay expressed interest in the worlds beyond their home, Kolopak allowed him to do so, and make his own choices. In the end, of course, Chakotay came full circle(pardon the literary pun, LOL)and embraced his cultural past, and showed his love for his people and their values remained. And Kolopak gave him something somewhat unique in ST-a genuine Faith, in a Higher Power.

My vote is with the Rozhenkos (Sergei and Elena ~spell?) Taking on a boy who would have been by human standards a "difficult" foster child, they raised him to be a confident man, while continually supporting his efforts to explore his own culture and heritage. By all accounts their own son Nikolai (from the little we saw of him anyhow) looked at them with affection. And later as they were growing older, they took on the added responsibility of helping Worf to raise his own son Alexander. However Alexander felt about his father, he did take the Rozhenko name (quite early on actually) and made no move to drop it which I think says something too about how he felt about his adopted grandparents.

Well considering that there was only a few parents in the primary character lineup of trek, i would say that first place goes to Ben Sisko, next up would be Miles O'Brien, Beverly Crusher is in third, and last would be Worf (at least i think that is all the main characters that had children)

of the non primary characters, i think that it would be Samantha Wildman in first with Rom in second.

I can't say who was a good parent or not,
but the one father I liked a lot was Riker's
dad, when Wil got offered his first command.
He was so like Shatner, in his performance.
But I really bought him as Riker's dad. And
their fight was great, it was so over-the-top!

It was his 2nd command he had already passed one up to join the enterprise and rikers dad didnt talk to him for 15 years. Hes lucky will didnt turn out like Barclay.

Sisko was the best parent IMO. He did well as a single dad.

I think Dr. Crusher did an excellent job with Wesley. Encouraging him to develop, yet keeping him with his feet on the ground. I think she probably had a very high IQ herself - she seemed to understand what he needed.

Sisko was the ideal for balancing career and family. He never let one damage the other. Avery brooks also made sure sisko would return because he didn't want his character to abandon his family and support a negative stereotype.
