The umbrella shaped upper deck of the USS Phoenix in TNG, perhaps, could house the quantum phase warp coils needed to achieve rates of speed only managed by the likes of the Travelor or the Q contimuum.

The design itself in TNG was never really decided as to the prurpose it served. Some say a weapons aray others just a souped up starship spoiler...

And the initial use of it can be quite entailed not like throw a switch and zap we're there like so many ST episodes and movies have turned the adventure of space travel into...

 

Meanwhile Scotty is working on technology using the highly intense centers of glaxies as power sources to beam people and materials from galaxy to galaxy... the idea is to beam the matter stream into the galaxy center from a system of station near by or through some network of nebulae (bouncing signals off them to the center of the galaxy) and to a focal point in another galaxy using quantum phase warp technology to speed up the signal to instantaneous transport...

 

Essentially making it a race between the alieans and the Federation to get to that distant galaxy to send Prime or to aprehend him before he gets sent (depending on which species you are) and Scotty's lab / station could be over run with Klingons or Romulans or both and they beam entire fleets there to intercept the new Enterprise A...

 

 

In the end with most of the familiar empires and Federation all but destroyed, bitter enemies allign to form the United Federation of Galaxies as the new technology is shared among Klingons, Romulans, Terrans, Cardassians, Ferengi... and new exploration and new conflicts can be reached across the universe...

Opening the ways for a TV series Star Trek Universe where the Enterprise J (a universe class starship) soars through the universe with the ease that the Enterprise D soared through the Federation sectors of space.

Make sure to have a scene where the bridge crew corners Spock and tickles him till he loses control.

- This story line is far too complex for the average movie goer to grasp, and would be a failure.
