They never were able to design one that work as far as we known Romulans failed. This would suggestion the UFP has been playing around with phase technology for a while to say the least.

The Romulan attempt lead to a major accedent in which they almost lost the prototype.

The Federation attempt lead to a similar accedent with the Pegasus.

Sounds like the same thing happaned to the Romulans that happaned to the Federation.

It works very effective on the USS Enterprise D suggestion that again the UFP has been work technology like this for awhile.  Romulans it blow up in their faces there is a differnts.

It only worked on the Enterprise D because they figured out what went wrong when it blew up on the Pegasus.

So No, it does not suggest that the UFP was working on the tech for a while.

Let me give you the run down.

In 2358 the Starfleet intelligence ran some experiments on a "phase cloak" useing the U.S.S. Pegasus.

Something went wrong, the phase cloak failed, an explosion accrued and the ship was lost, phasing inside an asteroid , killing all but 9 members of the crew.

12 years later [2370] the phasing cloak was salvaged and installed into the Enterprise D.It worked only because they figured out what went wrong on the Pegasus.

The Romulans were running test on a phasing cloak in 2368.The experiment failed, heavily damaging the vessel on which the experiment was being run.

Just like it did with the Pegasus.

The Klingons also experimented with interphase cloaking technology in the early 2360s but they abandoned their research because of several accidents.

If any of you lot have watched DS9, then you'll know that the Defiant can cloak. Clearly the Federation must have cloaking technology of it's own that's been around for years. Problem is it's illegal to implement it. Albeit the Defiant's case and the Pegasus. If the Federation had got it's own cloaking technology, pre Pegasus, then pushing it up to the next level, phased cloaking, isn't as implausible as it seems.

Clearly you havent watched or payed attention to DS9 as you profess too.

Had you been paying attention you would know that the cloaking devise on the U.S.S Defiant was "borrowed" from the Romulans.

It was part of a deal for an exchange of information.

The cloak on the Pegasus was illegal.

The cloak on the Defiant was part of a deal made with the Romulans.The Romulans lent the cloaking devise to the federation for any and all info on the Dominion, with the understanding that it would only be used in the Gama Quadrant.

So anytime the Sisko used it in the Alpha or Beta Q's he was doing so illegally.

And FYI, the fedration was only bared from useing cloaking tech on ships.

Good episode. The scene where Picard gives Riker a dressing-down for keeping secrets from him that may jeopardize the ship is a classic.

Simply put the Federation broke it's own rules. But I'm absolutely certain that conceptually the Federation, or some Starfleet scientists, had devised a cloaking system of their own. Toy seem to be contracting yourself or you seem a bit confused.

The Romulans lent the cloaking devise with the strick understanding that it would only be used in the Gamma Qurdrant.

So anytime the Defient cloaked in either the Alpha or Beta Qurdrants it was illegal.

What peace? From The Romulan Commander to Shinzon to Nero... It has the Federation that has been keeping the peace. The Romulans are not for that. You know what happens when a society tries to sue of peace?

If memory serves me right. I think the Romulan Fleet assisted the Enterprise with the attack on Shinzon and the Remans. Romulus wanted peace after that. Hence, Riker's new assignment with the Titan as Peace Envoy to Romulus.

Also the Romulans were at peace enough with the Federation to ask for assistance with stopping the Supernova that destroyed Romulus.

I thought it was a decent episode. Terry O'Quinn makes a good villain and Riker had a good personal conflict to grapple with.
