I think 15 of almost anything can take down one of something.

The F-22's weapon payload is six AIM-120C and two AIM-9 missiles, multiply that by 15 and you got 120 rockets enroute at a Shuttle Craft with collide with a high yield ballistic blast fragmentation.

It's easy to assume that a "Photon Torpedo" would blow a shuttle craft to bits and beings they have to move out of the way of free floating space rocks .. I'd say that if the first dozen rockets couldn't bring it down, the following Dozen would do the trick.

I vote F-22s. Ofcourse, the Shuttle Craft could easily out run the 22s and/or Rockets, so really its a crap shoot.

If the shuttlecraft can target the planes from orbit, then it's like shooting fish in a barrel.

the F22 would win against most of Enterprise or voyager shuttles.
But a Runabout would win against a F22

a torpedo is equal to a very big nuke. So if a shuttle can withstand a fraction of that it's way more than what 120 low yield missiles can dish out.

According to Memory Alpha, a Photon Torpedo has an yield of 25 isotons, MA marks an isoton as equal to 64 Megatons, that would make a Photon Torpedo 29 times stronger than the Largest Nuclear weapon detonated on earth. So your math is obviously off begins "VERY BIG" is an understatement.

Secondly, I refuse to believe that a Shuttle craft could withstand the blast of a Photo Torpedo, if they could they would be used more offensively against enemy ships.

Lastly, The Federation is a Peace Keeping Police Force and a Shuttle Craft is a simple transport. 21st century or 25th, no one is walking away against 15 to 1 odds.

A really doubt that a standard federation shuttle (El Baz) can survive a medium photontropedoblast.
I also believe if you put some tactical nuclear missles (type B61-11) on the F22's this shuttle will be history.

I think the shuttle will win if it's armed with phasers and if it has shields.

Thinking more on this topic I am remind of two peices of info that are Cannon to the ST universe. All though the names fail me, there were two episodes of TNG, one Where Data and Worf casually floated through the Borg Sheilding to rescue Capt. Picard, and another where "Some-chick" was undercover for Starfleet and snuck close to the Enterprise to collect medical supplies for the Maquee (spelling?) In both instances, the shuttle crafts passed right through the Sheilding of both The Borg Cube and the Enterprise seemingly without a problem. Compound that with the idea that Ship in the ST Universe have the ability to Ram one another it brings the Power if the Sheilding against Physcial Matter into question.

No a Photon Torpedo is a seemingly Ballistic Weapon, however rarely are they fired more than 1 or 2 at a time another (Large) Ship. This makes me wonder if the Shielding would have trouble against a larger bust, repelling against more incoming objects.

Downsize that to a Shuttle Craft with 120 incoming Rockets from a F-22's I think there is a serious chance a couple of those rocket could punch through the shielding and collide with the Shuttles Hull.

Thoughts?
