The Sheliak was very weird! It reminded me of some of the Original Series aliens and some from the early Next Generation when an actor is inside an alien puppet bag. I think they are also mentioned in this episode "Starship Mine" as this resource states.

The Sheliak were a non-humanoid R3-type lifeform. A xenophobic people, the Sheliak avoided contact with the Federation whenever possible. This may have been due to the Sheliak attitude that humanoids were an inferior form of life. The Treaty of Armens was established in 2255 between the Sheliak and the Federation which ceded several worlds to the Sheliak. There was virtually no contact with the Sheliak for over a century thereafter, until they demanded that a Federation colony on Tau Cygna V be removed. Apparently, they (like the Human colonists of that world) are immune to hyperonic radiation, as they were not concerned this would be a problem.

Sheliak colonists referred to themselves as "the Membership" and they had a governing body called "the Corporate".

Their homeworld was located in the Shelia star system. (TNG: "The Ensigns of Command")

Unlike most humanoids, the Sheliak preferred to exist in an environment that was the same temperature as their bodies. (TNG: "Starship Mine")

Yes, the quilt blanket people only appeared in "Ensigns of Command."

I think you are getting the Sheliak confused with the actress Shelly Acke...she was a guest star in a few episodes, usually as female borgs.

I wonder if they would have loved Vulcan since it is so hot?
