Who was the best not-a-villian Villian?

There are two in particular I can think of. The first one would be Commander Remmick from "Coming of Age" and "Conspiracy". The other would be Krola (the guy with the glasses) in "First Contact". Both guys were just doing their jobs the best way they knew how to but oh man, was I the only one who just wanted to throw a punch to their nose and knock them on their ass?

I know TOS certainly had plenty of these guys, whether it be Ambassador Fox from "Taste of Armegeddon" or High Commissioner Feris from "Galileo Seven". But is there one more hated in TNG?

I was going to say Q as well, but wasn't sure if he fit the category or not b/c he teases the humans but doesn't usually kill anyone or do anything too severe, but he has done so to other races I believe (that's why he was kicked out I think)... so then I thought maybe the humans just got lucky... perhaps I'm reading too much into it... haha.

Jellico, I forgot all about him. He's another one that most people Ive talked to would love to give him a right hook.

She was in "The Maquis" too.


On topic, I am going to say Q, he just teased Picard and crew. Another one I can think of is Ro Laren. Not villianiness but she was part of the Maquis which was considered to be traitors of the Federation. At the time before the Dominion rolled in but that is a whole other topic and series.
