I'm gonna shoot for some of the non-main characters...
I thought the guy who played the Cardassian Commander in Chain of Command (TNG) was unbelievably psychotic... it was so well done (I can't watch the ep anymore b/c of the sense of malice and sociopathy (that's not a word, but you know what I mean)...
Brad Dourif - who played Lon Suder on Voyager - the sociopathic guy who killed the crewman for no reason and then pseudo-reformed, was awesome... so menacing.
I forgot to say Dwight Schultz too, I do so love this guy's Barclay, it's such a detailed character with the stuttering and the mannerisms and physical nervousness - Schultz does an amazing job with him.

Ever notice that Brad Dourif always seems to be playing psychopaths? on Voyager, and on X files, and then there was Wormtongue...
While we're mentioning one-off actors. How about the guy who played Marritza on Duet.

Brad Dourif was also Billy in One Flew Over the Cuckoo's Nest and Wormtongue in LotR.

Oh, that kid-I remember him now I remember having to watch "One Flew Over The Cuckoo's Nest" in a college psychology class

I quite enjoyed David Ogden Stiers' performance on TNG's "Half a Life" Very subdued a lot of the time.

That one always makes me sad, so I don't watch it often, I should give it another go though... I like the guy who plays Sarek as well... (but when Picard does the mind meld... man, that is some friggin acting!!

Yes. As you know, he played a Romulan Commander in the TOS episode Balance of Terror and Klingon Commander Keras in Star Trek the Motion Picture.

Best actors (top 10) are as follows:
1. Patrick Stewart- he is head and shoulders above EVERY other Star Trek actor, his stoic acting and simply spot on performance has never been matched. 2. Marc Alaimo- Dukat: dictator, megalomaniac, psychopath, schemer, lover, evil-doer, father and at one time or another just a simple Gul. Marc Alaimo portrayed all of that in a very convincing way. 3. Andy Robinson- Simply was awesome playing the devious and (at one point) myserious Garak 4. Colm O'Meaney- One of the actors who gave (what I think) is the most convincing performances and was great at playing a 'normal' guy. 5. Jeffrey Combs- Brunt and Weyoun, two amazing roles, two amazing and different performances 6. Brent Spiner- Android, creator, bad guy, Brent Spiner is incredibly verstitile with his acting. 7. Robert Picardo (doctor from voyager)- One of my favorite characters, his smugness was simply awesome, but he could act as well. 8. Jeri Ryan- Not just some pretty face, she acted to, and well. 9. Micheal Dorn- There's more to his acting than just looking tough. 10. Armin Shimmerman (Quark)- He deserves this spot to put it simply.

It's difficult to pick from all the shows, so since this is the DS9 board, I'll pick from that show only.
On DS9, the best actors were...
- Andrew Robinson - Armin Shimerman - Rene Auberjonois - Colm Meaney - Marc Alaimo - Jeffrey Combs
Worst:
Avery Brooks (over the top emoting. Great voice though) Nana Visitor Rosalind Chao
Alexander Siddig started off in the worst actor category, but got better by S5.

I saw Deadwood once but it was quite some time ago -- Can't remember B.D. in it. * Add that Aliens movie to the mix...
