The TV Picard was more of a thinker, as was said before. He considered how the situation at hand, and its handling, fit into regulations and morality in general. His solutions represented the Trek ethic of that series.
Movie Picard was just reacting to situations. However, I thought that this actually worked in First Contact. (In general, I consider FC to be one of the best movies in the first ten. It was way better than the other three TNG flicks.) Movie Picard did not display Picard's best strengths from the TV series. Actually, they tended to depict his weaknesses.
