Oh, an by the way, since it was lost in battle, it was presumed destroyed... which means that when Bok returned it to Picard, it was not a commissioned ship. Therefore it could not be decommissioned.

Apparently you can, given the almost entirely new configuration of the 1701's hull after it's refit.

Don't forget that Decker in TMP implied that much of the internal layout of the ship was altered, as well.
