During the hearing, Advocate Q said that without Q, the Borg would have assimilated the Federation. What did he mean by that? How did Q, the one who wanted to die, save the Federation from being assimilated by the Borg?

The complete line is this: Q: Yes. Without Q there would have been no William T. Riker at all, and I would have lost at least a dozen really good opportunities to insult him over the years. Oh, and lest I forget, without Q the Borg would have assimilated the Federation. Because Riker was Captain of The Enterprise when Picard was Locutus, and ultimately "deassimilated" Picard and destroyed the Borg Cube.

Does that mean that Riker was the only competent officer that Starfleet had? If Riker was never born no other officer in all of Starfleet would have been able to do what he did? I don't buy it.

No, it means if it were someone else the chain of evenys would have been different. For example: the difference in the "Before & After" future of Voyager was different that the one we got with Seven. Removing Kes(just one person) made the entire outcome of future events different. Another example is TNG's "Tapestry".

Exactly, Rikers replacement could have been the most competent of officers, but just one different command decision could effect the outcome of the battle in favour of the Borg.
