Actually the position of first officer is its own job. Mr Spock is the exception NOT the rule. With that said the first officer is actually quite busy coordinating everything between all the various departments and making sure the orders of the captain are carried out.

Exactly as Vice_Adm_Baxter stated regarding first officer's having their own duties. You didnt see it alot during the tos, but more so in the later series.

Riker was never shown to be doing anything aside from making sure everyone followed the captain's orders. The idea of a first officer was great due to the fact it doesn't take someone important away from their post.

Having Spock on the bridge doing something (being a science officer) was a way to keep him "looking right" on screen, even if the televised role of first officer was kinda inaccurate. The Enterprise Bridge is so tight that Kirk doesn't need a lackey belting out orders, when he can do it himself. Riker looked like Kruge's pet sitting next to Picard in his little dunce's chair.

BSG, on the other hand, portrayed the Executive Officer role quite well. Tigh was always seeing to Adama's orders (when not half-in-tha-bag). The Galactica bridge set was much bigger, giving Hogan much more space to act. This was much more accurate to naval tradition than how First Officer was seen in Trek.

In the TOS & TOS movie era, first officers have additional duty, usually as a department head. Spock, for example, was both first officer & chief science officer.

So, did Chekov have a second duty on board Reliant?

I'll guess he didn't have another duty. Had Phase II been made Spock would've been replaced by two characters - Decker as just the first officer and and that Vulcan as science officer. This seems to have carried over to TMP where Decker (now the first officer) has to double as science officer after the Vulcan science officer dies in the transporter.

It appeared that Chekov was also the science officer...furthered by the fact he took over that role on the Enterprise.

Commander Riker was an outstanding First Officer,
and he didn't just sat next to Picard belting out orders he had alot or reponsibilities he
1) Was responsible for the ship up keep and crew.
2) In command of all away missions.
3) Does crew performance and evaluations.
4) Assist the Captain in Diplomatic matters.

It's no secret that Riker was the lamest officer in the fleet...he was afraid to take his own command when offered during the series, couldn't get up the nerve to marry troy during the series, instead fell for a non sexual humanoid from another off beat world...oh cripe, who wrote this character???
