Star Trek Klingon and Romulan subject Planets

The Klingons and Romulans are empires right? so..........who are their subject races?

We know what races make up the majority of the Federations but we have never heard about races who live in the empires of Romulus and Kling.

Do you think the Klingons treat their subject races as equals in the 24th century? the certainly didnt during Captain Archer's time.

What about the Romulans? they are modeled after the romans and the romans would conquer but then treat as equals and even educate their subjects.

what do you think?

were the Breen subjects to the Romulans at some point perhaps?

Remus was under Romulan control, and Rura Penthe was under Klingons. There's also various mentions of Romulan and Klingon outposts but I don't remember if they were actually named.
