Who outranks who?

I know all of the rankings of the starfleet officers, and the chain of command there. And I know Kira, as first officer, outranks everyone but Sisko, but what about Odo? Who outranks him and who does he outrank?

Also, I know everyone outranks O'Brien. But as Chief of Operations, is he still able to give direct orders to those who outrank him due to his title and position as a senior staff member?

There's no straight forward answer to that, Odo would outrank anyone on DS9 in respect of security, answering only to whoever was in command of the station at the time (there was also the time when Starfleet appointed a security chief to work with Odo)

It's harder to pin down exactly how O'Brian's rank fitted in through the series, at times it just looked like O'Brian ran the show and officers around him respected that he knew more than they did, and then we also saw the times where Bashir put him in his place, then later Nog was promoted above him to Jr Lt.
The way I see it is that O'Brian, as chief of operations on DS9, would have been in charge of many situations, repairs and the General "upkeep" of the station, and that would give him the authority to request the use of any relevent personnel on DS9, and we already know that regardless of rank (to a certain degree) that he would give direct orders to whoever was on his team.

Agreed. It does have to do with official ranks in part -- and in a general situation it is the official ranks which over-ride many other considerations. If an officer wants to pull rank then they can.

But with respect to their individual fields of expertise, people are more likely to defer to those with experience and in the position. Like as another example, Bashir's orders can over-ride even the Captain's regarding medical matters and if he says a person (even one of his superiors) is on medical leave then even Sisko can't do anything about it.)

Odo on the other hand does have to defer to Sisko in matters of security, it seems. Although he is in charge of the team of Starfleet and Bajoran deputies.

My impression is that Odo is in charge of Starfleet security at Sisko's discretion. If he were completely in charge of both Bajoran and Starfleet security departments, there would never have been a need for Primmin and then Eddington. Sisko obviously has a lot of faith in Odo but the captain could easily put a Starfleet security officer in charge if he wanted to.

O'Brien is a tricky issue and to the best of my knowledge it hasn't been explained. In one episode, O'Brien testified under oath that if the commander of the Defiant had been incapacitated (Worf, in this case), then O'Brien would have taken command of the ship. It seems that while ensigns technically outrank him, Starfleet recognizes experience and would have permitted O'Brien to assume command in extreme situations.

I'm not sure that it's even that possible to map out exactly who is the superior and who is not -- just that everyone seems to know pretty much what their roles and positions are at any given time with few exceptions. They are pretty flexible in that regard as it makes a good team.

Also, even with Eddington and Primmin around, they are in charge of Starfleet Security, officially -- but Odo can also give orders to the Starfleet deputies. (And Sisko did place him in charge of Primmin at least in the hierarchy.)

Saying that he defers to Sisko, by this I mean that basically he doesn't have free reign and while he is in charge of security he can't just enforce the laws in the way that he wants to.

so how does the nomenclature of rank happen between bajorans and feds would it be kind of like different countries of military

I'd imagine so. Yeah. Bajoran ranks are army ranks, aren't they? But presumably the words in Bajoran are something completely different -- so it would be like two peoples coming together who have very different traditions and languages. They would eventually have to figure out which of one is equal to the other, and would probably end up translating different ranks and such.

Basically it's like learning another language in that respect.

Oh, about every one on the station outranks O'Brien, Odo and Kira, as they aren't Commissioned Starfleet officers and the station is under Starfleet command.

However, there's a difference in command and authority. O'Brien and Odo have authority in their fields, not command. What Kira has authority on I have no idea of...

It's a difference between position and rank. Like, the position of commanding officer is usually, bit not always, filled by one with the rank of captain.

Look at it like this, if you look at it martially, then the Ensigns that work under O'Brien have command over him, but if you look at the technical department on that station as an organisation, a maintenance crew on any building, then he is the head of that crew and he has authority over them. But not in martial matters.
