so here goes some controversy. If you ever saw a Neelix episode where he's not the comic relief, you really get to see some great acting. Phlox, great acting. Quark, when he's not scheming, not bad at all.
But if you really think about something for a minute, don't all three of them seem very similar in some way. I can't for the life of me put my finger on it, but they seem so similar somehow. Is it the makeup? The voices? compassion (well, maybe not quark)?

can someone put their finger on it?

I guess if you think about it they are very similar characters -- and at least in the case of Quark and Neelix, their place in their respective communities is also very similar. Phlox too perhaps although I haven't seen enough Enterprise to say in any great detail.

They are the light character as opposed to the heavy/deep character. They are usually the comic relief but not always. Even when not though there is rarely any darkness about their character. I think this is why when they do get a good serious bit to play that part always stands out

Neelix is a staff officer, he's practically a stowaway, a cook and 'morale officer' that got to sit with the other senior staff on the conference table in a couple of days.. same for Kes, the.. nurse.

How the hell did that happen?

While their motivations all differ, I agree they all act "fidgety." Never really thought about it much...

Well to put the matter basically, several crew members died when Voyager got whisked to the Delta Quadrant. Morale was difficult to maintain given their situations. And power was already being rationed. Neelix, Kes, the Maquis and the EMH taking on the responsibilities that they did in the Voyager crew was a matter of necessity.

Neelix also served as a guide, at least in the beginning of the show.

Neelix and Phlox share some similar mannerisms, but I don't see any similarities with Quark. Quark is the strongest character of the three.

Neelix was responsable for finding supplies for the ship which was easier for him to do being a native of the Quaderant. ¿In a Quad. full of Borg, Hirogen, Vidiians, etc., most folks don't trust many people. ¿Talaxians are known for being trust worthy, so Neelix could aquire things a strange face like a Starfleet officer couldn't.

Quark, Neelix & Pholx are similar because they all have off beat alien personalities.  They're all very quirky.

That is very true. I forgot about that.

He was the one with all the local knowledge -- especially since Kes had been living underground all her life so she couldn't have known that much about the surrounding space. The Voyager crew would have been foolish not to take him on board.

I remember now about when they were heading to the edge of the space that he knew and he was all worried that he could no longer serve a function because of how he wouldn't be able to guide them any more.
