The Romulans, being an alien culture, could be capable of anything.  Starfleet and the Federation didn't even know they looked like Vulcans until the Enterprise caught a glimpse of them.

I agree that Romulans would have taken prisoners. I don't possibly see how the Romulans and Humans never ever made visual contact.

As far as nobody ever seeing the Romulans, I agree that's a stretch. On Enterprise, they showed them using drone ships and we can assume that's how the war was prosecuted. But there is also a Romulan spy on Vulcan, easily masquerading as a Vulcan.

It always made sense to me that Romulans could easily disguise themselves as a Vulcans - and most people just wouldn't know the difference. It's very Cold War, and it would explain why nobody had ever "seen" them until TOS.

In the novels, Vulcan intelligence and Earth intelligence (section 31) had spies among the Romulans and knew what the Romulans looked like - and that they were related to Vulcans. The justification for keeping it a secret is that the alliance that will eventually become the Federation is too fragile and people might turn on the Vulcans if they knew. Some people don't like this treatment, but since I enjoy a good spy yarn - I enjoy them.

For all we know the Romulan's had a couple hundred prisoners after the war.

The Romulans did keep Federation & Klingon prisoners in the Primeline future events, and even mated with them.

and enterprise started in 2151 right?  meaning that the 5th season would have been the Romulan War!!   thats really too bad..........makes you wonder if the writers had it planned or not
