It would have been awesome if by some way, Starfleet could have made Soong-type Androids like they wanted to, maybe it did happen in a parrallel universe.
I mean don't get me wrong, I would never take data apart if I couldn't put him back together, but starfleet would have won the Dominion war easy with Data-type Androids vs Jem'Hadar. Androids never get tired (Jem'Hadar don't need to sleep, but would need to rest if they did strenous activity) don't require the white or food, and stronger, faster and smarter.

Such an army would have been very useful, yes. However, not through want of trying, Starfleet couldn't work out how to produce another android like Data. Not even Data could work out how he worked!

Star Wars had no problem with the use of artificial lifeforms for involuntary combat service.
Star Trek... I have a feeling they would get too tied up in the ethics of it.
Section 31... possibly would think of such a thing-- although this may be too "visible" a scheme for them.

The Jem'hadar would still win. Fast to build, cheap to replace, can shroud, are made of awesome.

Well, no, androids making androids could be much faster. Besides, the Federation alliance was able to win with just one android, imagine what they could do with hundreds or thousands.

If they have an ethical problem why don't they just make stupid androids, so all they can do is follow orders, and some basic reasoning, no feelings or emotions at all, maybe not even sentient. You could even program them to like what they do, and want to serve- just like the Jem'Hadar.

In TNG they had the Exo-bots (I think that's what they were called -- can't quite recall) and they were not super smart but still considered "life" in the end. There was still quite a bit of ethical debate about sending them to their destruction. So, yeah. For better or worse, Starfleet is often bogged down in ethics and I have a feeling that creating armies of non-sentient robots to be cannon fodder would be a little more than the "circuits" of the admirals can handle.
Although having said that, one never knows after stories like "Pale Moonlight &c." perhaps they find themselves having to be a lot more pragmatic than Picard, say.

Had the Dominion war not ended the way it did. A film will be made to end it. ST:X - Attack of the Androids An army of Androids inspired by Dr. Soong's design, but without the ability to learn to avoid archiving self-awareness to avoid ethical issues. Android armies & ships are found in various locations on deserted planets. Created by S31 along with a sub faction of a new species.

At the moment, the ethical debate only effects machines that achieved self-awareness. like how the exo-comps express self-preservation by exiting from an area they deem dangerous.
