There isn't any money, at least, not for humans. However, other cultures do have money so they would have to get it somehow. Perhaps it is made through replicators?
Data is the second officer. Remember "The Last Outpost" when the ferengi damon said "we offer the lives ofour second officers in accordance to the ferengi code" and Data said to Geordi "Thank goodness Starfleet has no such code reguarding it's second officers"? One of my favorite lines lol
Uniform colors are - red for command, gold for engineering/security/operations, and blue for science/medical
I honestly don't know the exact command structure, but I would guess it would depend on the situation as many have already stated. However, rank doesn't always depict who is in charge. Sure a Commander wouldn't get command and a Captain be the first officer lol, but remember Sisko was only a commander when he got command of DS9.

Data. Doctor Crusher is commander, but she's a doctor, and didn't go to command school. Data wears the yellow of engineering, but he is still 2nd in command becuase he is a senior bridge officer. Troi didn't go to command school either, mostly because she was only going to be a counselor. Data went into both command and engineering. (He kind of is a part of engineering, since he is an android.)

That's actually a different scenario - Starfleet decided that the commander of that post was to be of a CDR rank instead of a CAPT or ADM. You'll also see this with small ships where the captain of the ship will be a LT or a LCDR.
Note that Worf or Dax was sometimes given command of the Defiant.

Very true, but I was just making the point that you can't always use rank as the deciding factor in who gets command.

Usually, the Operations Officer was the Second Officer. On the Enterprise-D, that was Data. When Picard and Riker were kidnapped, Data became Acting Captain, and he made Worf his XO, rather than Geordi (TNG "Gambit"). As Operations Officer, Data wore the gold jacket.
Another consideration was that Bridge Officers who wanted to be able to assume command had to pass the strenuous exam for that. Counselor Troi had tried it once and had not succeeded, but eventually passed it. Dr. Crusher had passed it and served as Captain when Picard and Riker were on the rebel-Borg planet, battling Lore (TNG, "The Descent").
In David Mack's "Destiny" trilogy, the Chief Science Officer--a Zakdorn, Lt. Commander Gruhn Helkara--is the Second Officer of the U.S.S. Aventine. He wears the blue jacket of the Science Division.

DATA WAS 2ND OFFICER OR THIRD IN COMMAND. THE COLOR OF THE SHIRTS DONT MATTER THEY JUST DENOTE THE DEPARTMENT THEY ARE IN! DATA BEING SCIENCE/ENGINEERING. HE WAS ALWAYS BEHINDE RIKER IN THE CHAIN OF COMMAND. THAT IS WHY HE WAS PROMOTED TO FIRST OFFICER IN NEMISIS!

THE CAPTAIN USUALLY WEARS COMMAND BUT THE FRIST OFFICE CAN WEAR ANY COLOR DEPENDING ON THE DEPARTMENT HE SPECIALIZES IN.
EXAMPLE SPOCK WAS FIRST OFFICER BUT WAS ALSO THE SCIENCE OFFICER SO HE WORE BLUE!!! I REST MY CASE!!

YOU FORGET WORF WAS ONLY A LEIUTENANT, GEORDIE WAS LT. CMDR. GEORDI MAY HAVE BEEN ENGINEER BUT HE WAS THIRD OFFICER!
