Lore was dealing with entirely different circumstances during his time with the Borg. That group had already been disconected from the group mind because of the "virus" that Hugh had infected them with (we have seen this action taken several times with the Borg, starting with the voyager episode Colective, where the hive cut off a ship that had been infected with a virus). Those drones were, more or less, already individuals.

I think Riker done the best . He had to come up with something clever and innovative that Picard would not regonise or it would not work as Locutus knew everthing Picard did as he was Picard .
I think Janway was lucky yes she did do a good job negotiating with the Borg when they were fighting species 8472 but after that the Borg had pleanty off changes to assimalate Voyager and could easily have done so iff they wanted too I think the Borg became to commen in Voyager would have prefered to see some other new races and storys with them . There was even a deal the Queen wanted to make with Janeway that she would get them home Quicker and Janeway did not go with it they wanted them to help them or stay out off something can,t remember it all now

DS9, are you talking about the last Voyager episode Endgame? because if you are it was the nebula that the borg kept their transwarp hub in. And BYW, the Queen had no intention of honoring the agreement that she made with Admiral Janway, it was just a ploy to buy enough time to find her ship and assimilate it and the tech on board it.

Janeway seems to have done the best job in defeating the Borg. Picard always seemed too obsessed or preoccupied with them.

Janeway, she also freed all those borg children and those members from seven's unimatrix. And Admiral Janeway from the future apparently 'wrote the book on the borg' and had all of those amoured shields and that vaccine that prevented her from being assimilated in Endgame.
