I am rewatching the first season of TNG and have noticed there are some men wearing what look like dress uniforms. They look like the same type that Troi wore in the first episode. Does anyone know why?

No idea, but I do remember the priceless scene where Worf complains about his dress uniform because it looks like "a dress." Riker chews him out for his sexist attitude and then cheerfully adds, "Besides, you look good in a dress."

Men in skirts is great. More men should try it, that way they might understand women a little better... eh who am I kidding, men will never understand women, not even in the 24th century.

Please note that this face palm is for the creators of that outfit, not for any posters on this board. Now that the public service announcement is out of the way... This deserves  The Ultimate Face Palm (If you ever see TOS, the Doomsday Machine. You KNOW what I mean)

They are wearing them as an attempt at illustrating an idea that things have changed dramatically in the 24th century and that men and women are equal in every way. Peace and harmony reign throughout the human race. There is no distinction between races , they are free to explore the galaxy together.
Although that guy in the picture really looks silly.

Correct. That's Matt Decker in a shuttlecraft heading for the mouth of the Doomsday Machine. I don't know what exactly was going on in his mind in this shot, but you know when you REALLY mess up if you are doing this. So this is why I call it the Ultimate Face Palm. Bestow it on a thread or post that is truly worthy of it-When no other face palm would do it justice. It is tempting to use it on any silly thread or post, but there are other face palm pics for that. BTW, I could not find a bigger pic.

Unfortunately, this is something that really dates TNG's first season. It was a bad idea regardless of any good intentions regarding equality in the 24th century. Those uniforms looked silly and unprofessional. Nobody in their right mind would want to wear one if they were given a choice.
