I guess the admirals at starfleet command would be considered the best strategists.

in theory that works tribblenator, but i don't think that any of the admirals i have seen strike me as the type to have great military minds.

I don't there are a few during Kirk's time like admiral nogura, admiral from ST III, admiral from ST IV. admiral from ST V.

One flaw of trek is that there were never any real tactics. It's not like the Federation ever had an Alexander, Moses, or Robert E. Lee dishing about some incredible military maneuvers. It was basically "Let's hide in this cloud so when the enemy shows up, we can get them" type of stuff. On that note, I'm going with Kirk, for dishing out pain to Romulans, Klingons, and Khan, and Captain Jelico, because you KNOW the guy was good just by the way he f-ed over the Cardasians.

I agree, if Kirk ever made a tactical decision incorrectly then it all turned out well in the end anyway.
Jellico was a bit political rather than military in his thinking but got results anyway
