Psycological issues don't get cured easily.
Just because someone calm down once does not mean they'll be able to all the time, especially when things get tough & desperate or an opportunity to let loose. That is why old habits also die hard.

Hugh is just 1 person, an injured kid to sympatise with, in ST:FC they are in the middle of a battle. He's still calm at first, until the fight starts. At first he shoots for necessity, but as it goes on he starts to lose it, old feelings starts to come back.
He denies it as long as he can until someone annoying test his patience.

I like the Queen idea even before the film, however the Queen is not a Queen as we see it.
She's not a single ruler, she's just a host for a collective of rulers (all in 1).

At the end of "BoBW" when he stares out the window I feel there's something more going on, even when the writers hadn't thought that far yet.

Just was watching Voyager that I recorded on Spike over the last couple of days, since I found out that the "Dark Frontier" episodes were going to air.  Seems like that was probably one of the best Borg episodes from Voyager that I'm aware of...  However, I do admit, there are no better Borg episodes than BoBW from TNG, as mentioned a few posts back.  I just loved Dark Frontier, however, because 7 of 9 was such a great focus of that episode, having to decide who to side with...Starfleet, or her home with the Borg Collective.  Any Borg episode is considered gold in my book.

I think the Queen was created after their encounter with Picard and the Enterprise D.  Here are my reasons.  The Borg capture Picard and learn the meaning of power.  With Picards knowledge one Borg cube became practically indestructable.  I think the collective consciousness thought this was incredibly efficient.  Also Hugh Borg's interaction with humans caused the Borg to understand how individuality can create problems with in the Borg.  This became apparent when Lore captured several Borgs and reprogramed them to serve himself.  I think after all of these events tooks place.  The Borg Collective decided that it was time to create a more sentient drone with the ability to adpat quickly to the unknown element, humans, emotion, and individualit.  Think of the Queen as the main central processor.  I think 7 of 9 was given the same individuality as a Queen which is why the one Borg Queen wanted her back so badly because she was never ment to exist outside of the collective.  What do you think of this theory?

Problem with that post-Hugh theory
is that the Queen was already there in "BoBW" singing with Locutus.

Yes but only as referred from the movie First Contact.  You really can't count the movies as Star Trek because by then BnB were in charged and for lack of better words, they tended to pull ideas from their collective butts (no pun intended) then actually using the data that was TNG.

yeah but Pillar had his vision and BnB screwed it up by making things up as they went, so you really can't say if a Queen was around when Locutus was present, for all we know he thought he saw her.
