microwaves are radio frequency, the upper band. I cannot find anywhere what the exact range was, so it could be any where in the band till we reach infra red..

In books I've read that talk about them, microwaves are treated as a seperate range than radio waves.

But I do suppose they're not too different, really. Both can be used to communicate.

Difference is (and I've read this from the book called 'Extreme Stars';) you can stand under a high power radio transmitter in safety.
Be near microwaves, as some seagulls do on naval ships, and you're cooked.

a powerful enought radio transmitter can do the same, it just microwave back more energy and its range of frequencies that can excite hydrogen bond in water molecules, that why it used on microwave oven.

Powerful LOW level frequency generally requires massive power to be harmful but they can. For years people protested against HARP and ELF two systems that goverment develop due the effect on local communities. ELF is use to communicate with subs, while HARP which is said to provide long distant radio communication could be fatal to human standing too close to the antenna array. side note the power of Harp system could actually distrupped the ionosphere...

I wonder if the author of "Extreme Stars" meant a standard radio transmitter, such as that used by commercial radio stations, and not ones used by military stations.

I have heard of ELF befoer, but not HARP.
Is HARP the same as the shortwave radio, or is it a different system?

Harp  (also know as Haarp )was first said to be a long wave radio system that was to be use to communicate to naval surface units around the world. It came under fire by enivormental ( for effecting the weather )and later conspircy crowd ( that claim it was a for mind control), it wasn't till this year that we found out the real purpose of Harp, and that it is used to effect the upper ionsphere literally making it impossible for long range radio transmission around the world.

Lucky the transmission unit is pointed directly skyward, but there was report that side ward leakage was powerful enought that it actually render several airforce personnal unconscience that wander too close while it was in operation
