The proposed device is supposed to be a variation of a perpetual motion machine. In this case, the device is making "free energy" by operating at over 100% efficency. Problem is, this violates fundimental laws of physics. Namely, either the first law of thermodynamics, the second law of thermodynamics, or both. You can read more about this here.

I agree with jjreinem: this isn't "overunity". It appears to be a circuit that converts a continuous flow of low power electricity into brief high power pulses. Easy to do with capacitors or other types of energy storage devices. However, to determine energy input/output, you need to integrate the power over time, and you will find that over time, the watthours out are slightly less than the watthours in, due to efficiency losses in the circuit and waste heat produced. Power and Energy are related, but they are not the same thing! Confusing power (watts) with energy (watthours) is like confusing distance (kilometers) with speed (kilometers per hour).
