I like all of them, but the best ones I think are the Nanotech Wars, the Dark Matter Series, and the String Theory Series

^ In addition to those, I strongly recommend the tenth-anniversary short-story anthology Distant Shores, which features a dozen or so stories from throughout the seven years Voyager was in the Delta Quadrant.

However, a quick read of the summary for Balance of Power has me skeptical... a "Save Wesley" sub-plot... ack.

That's what I've found discouraging... that short story was so terrible, but the prospect of a trilogy based on The Eugenics Wars... I'm sure I'll read them someday, but I sure hope that after I read them, I'm not as green-faced as I was after finishing Cox's contribution to Glass Empires.
