best guesses:
 Well with the discussions on 'Permadeath' it refers to Safe zones and death zones.

New players could choose to get assigned to ships that only cruise out to safe distances in UFP space. Safe Science zones, medical zones, reasearch, industry, colony zones.
 Policed. Help is always less than 12 seconds away.

Beyond that would'Iritable NPC zone'.

 More advanced players and those seeking the 'fight' right off the bat would want to get assigned in the boarder patrol zones.  Further out into Federation space..but still policed by Earth and surrounding UFP NPC's.  Help would be in minutes.

 After that...If you prove yourself or have just travelled out that can get the assignments that will bring you into contact with the nearest Empires. Returning is notguaranteed but options for having a clone made and left at HQ have been stated.
