You have to download a patch from the developers website (www.taldren.com, I think). I wondered the same thing for ages. Unfortunately, I had to start the game again to get promoted though once I'd downloaded the patch. Ended up being an Admiral with all of the other medals

I haven't played Starfleet Command 3 in a while. But if I remember correctly you get promoted from the amount of pretige you have. If I'm right you can edit the text files containing this to increase your prestige and your rank.

If I'm right about prestige reflecting rank. Someone let me know, that way I can reinstall the game and tell you exactly what file to change.
